President power in Congress
Article II, Section 3 of the Constitution does give the President the power to prorogue a session, but only when the two houses cannot agree on a date for adjournment. No President has ever had to use that power.

25 years old, resident of district they represent, citizen for 7 years (2 year terms)

minimum age 30, U.S. citizen for 9 years, and resident of the state represented (6 year terms)
How does a bill become a law?
Anyone can develop an idea for a law, put in the hopper which is sent clerk to determined which committee it goes to, members of the House or the Senate propose the bill, the House and Senate vote to approve the bill, the President signs the bill or vetos

Process of redrawing legislative boundaries for the purpose of benefiting the party in power.
Why is gerrymandering done?
State governments have learned to use this power to their advantage by redrawing districts that would be most favorable to their candidates being re-elected.

Cracking reduces the voting power of a certain party or community by splitting its population and spreading its members among several districts where they become an irrelevant minority. (PA 7th)
