Administrative Completeness Review

Board's process for determining that an individual has provided all the information and documents required

Animal owner

Individual who has all or part of the lawful right to an animal or an individual designated by the animal owner to act on the animal owner's behalf.

Applicant

Individual requesting a certificate, permit, license, or continuing education approval from the board.

Application packet

Fees, forms, documents, and additional information the board requires to be submitted by an applicant or on the applicant's behalf.

Compartment

Enclosure provided to contain an animal.

Continuing education

Completing pr presenting a workshop, seminar, lecture, conference, class, or instruction related to: practice of veterinary medicine, if a veterinarian, work of a vet tech, if a vet tech.

Credit hour

One clock hour of participation in continuing education.

Current

Up to date and extending to present time.

Days

Calendar days.

Direction, supervision, and control

Pertaining to veterinary technicians, the written or oral instructions of a veterinarian responsible for an animal or temporary permittees, the same direct or personal instruction, control, or supervision.

Disciplinary action

Proceeding brought by the Board under ARS title 32, ch. 21 or this chapter.

Personnel

Individual, licensed by the board or unlicensed working on a veterinary premises.

Physical plant

A building or an area within a building housing a licensed medical premises including architectural, structural, mechanical, electrical, plumbing, and fire protection elements of the building.

Prescription only drug

any drug, including label and container according to context, that is dispensed pursuant to a prescription order

RACE

Registry of Approved Continuing Education and is a subdivision of the American Association of Veterinary State Boards

Sanitize

Disinfect and reduce pathogen counts, including bacteria, viruses, mold, and fungi.

Scientific meeting

Live presentation of continuing education that is not provided at a veterinary college.

Sharps container

Puncture and leak proof container that can be closed and is used for handling, sorting, transporting, and disposing of objects that may cut or penetrate skin or mucosa. (needles, scalpel blades, or razor blades)

Veterinary medical premise

A physical plant licensed by the board on which veterinary services will be preformed.

Certified Veterinary Technician

Grad of a 2 years AVMA accredited college who passed the national and state exam or a person certified before 12/31/2010

Consulting

Providing professional or expert advise that is requested by a veterinarian licensed in this state and that is rendered only on a specific basis.

Controlled substances

Any substance that is registered and controlled under the federal controlled substance act

Cremation

Heating process that reduces remains to bone fragments by combustion and evaporation

Crematory

Building or portion of a building that is licensed and that houses a retort in which only animals remains are cremated.

Direct supervision

A licensed vet is physically present at the location where animal health care is being preformed.

Gross incompetance

Professional misconduct or unreasonable lack of skill in professional practice

gross negligence

Treatment of a patient or practice of vet medicine resulting in injury, unnecessary suffering, or death that was caused by carelessness, negligence or the disregard of established principles.

Indirect supervision

License vet is not physically present at the location where animal health care is being preformed but has given written or oral instructions for treatment.

Letter of concern

letter to notify vet to modify or eliminate certain practices and that continuation of these activities may result in disciplinary action against tje vets license

Licensed veterinarian

A person who is currently licensed to practice veterinary medicine in this state

Person who is currently licensed to practice vet medicine as an employee of a vet college in this state

Malpractice

Treatment in a manner contrary to accepted practices and with injurious results.

Medical incompetence

Lacking sufficient medical knowledge or skills or both to a degree likely to endanger the health of patients, or lacking equipment, supplies, or medication to properly perform a procedure

Negligence

failure of a licensed vet to exercise reasonable care in the practice of veterinary medicine

Regularly

Veterinary services offered to the public once a month or more frequently

Responsible veterinarian

Vet who is responsible to the board for compliance or veterinary premises with laws and rules of the government and establishment of policy at the premises

Specialist

Vet who is a diplomat in a particular discipline accredited by the AVMA after completing training and education, residency or internship, and passing the boards.

Supervising veterinarian

Licensed vet who is responsible for the care rendered to an animal by a CVT or VA

Temporary Sites

Sites where outpatient vet services are performed

24 hour service

Veterinary services when a veterinarian is on the premises for 24 hours

Veterinarian

Person who has received a doctors degree in veterinary medicine from a veterinary college

Veterinary Assistant

Person who provides care under direct or indirect supervision of a vet or CVT

Veterinary College

Vet college or division or a university that offers a degree of doctor of veterinary medicine accredited by the AVMA

Veterinary Faculty Member

Person who has received a doctors degree from a vet college and is an employee of a vet college in this state

Veterinary medicine

Veterinary surgery, obstetrics, dentistry, acupuncture, manipulation and all other branches of medicine and prescribes, administers, and dispensed drugs and medications for veterinary purposes.

Veterinary student

Student who is regularly enrolled in a vet college

Veterinarian client patient relationship

Vet has assumed the responsibility for making medical judgments regarding and animals health, a vet who has knowledge of the patients history and has seen the patient the patient, a vet who is available for emergency or continuing care of another vet with access to the records

How members are part of the board?

Who are the members?

5 veterinarians who have resided and practiced in this state for at least 5 years (no more that 3 from the same college); 2 general public reps (non vets); 1 livestock rep; 1 CVT for at least 5 years

How long is a term with the board?

4 years (no more than 2 terms)

How long is a chairman's term?

1 year ending June 30th or until a successor is elected

When is the boards annual meeting?

June of each year

A notice of date, time, and place should be made available to the public how long before the meeting?

Primary duty of the board

Protect the public from unlawful, incompetent, unqualified, impaired, or unprofessional practitioners of veterinary medicine through licensure and regulations of the state.

Qualifications to become a CVT

Written application, at least 18 y.o., grad of a 2 year AVMA accredited college, Exam fees, Pass both state and national exams

Service CVT's cannot perform?

Dec. 31st of every even numbered year

A CVT can perform first aid or emergency care if:

Supervised telephonically by a licensed vet or until a licensed vet arrives.

A veterinarian may dispense drugs and devices only if:

Prescription drugs are dispensed in labeled packages and the drugs/devices are entered into the medical record.

What needs to be on a prescription drug label?

Dispensing vets name, address, phone #; Date drug is dispensed; Animal owners name and animal or herds ID; Name, strength, and quantity of the drug; directions of use and caution statements

Rule for new prescription of Class II drugs

Limit initial amount to 5 day supply, if needed long term only dispense a 30 day supply at a time (does not apply to outside pharmacy)

Rule for new prescription of benzodiazepine drugs

Limit initial amount to 14 day supply, if needed long term only dispense a 3 day supply at a time (does not apply to outside pharmacy)

Dispense

Delivery by a veterinarian of a prescription only drug or device to an animal, animal's owner, or the person responsible for an animal. This includes prescribing, administering, packaging, labeling, compounding, and security needed to prepare drug/device for delivery.

How many hours of CE is required?

20 credit hours per 2 years period

Approved CE

CE taught by a by a vet tech school; sponsored by the AVMA or AAVSBA or approved by RACE; approved by the board and sponsored by the state or national vet tech association or academy

Animal control agency

Board, commission, department, office, or other admin unit of federal or state government that is responsible for controlling rabies in animals in specific areas

Animal shelter

Humane society, animal welfare society, society for the prevention of cruelty to animals or other nonprofit organizations devoted to the welfare, protection and humane treatment of animals

How often does the Board hold CVT exams?

At least once per year

When does a CVT need to renew their license?

No later than Feb. 1st of every odd numbered year

Animal remains

Body or part of the body of a dead animal in any stage of decomposition

Authorizing agent

Individual legally entitled to authorize the cremation of animal remains

Communal cremation

Remains of multiple animals are in the cremation chamber without any form of separation or id during the cremation process

Cremated remains or ashes

Residual of animal remains recovered after completion of the cremation process

Cremation chamber

Enclosed space within which the cremation process takes place

Individual cremation

Remains of each animal are separated and placed in a mapped location in the cremations chamber during cremation

Major changes in the scope of animal crematory services

Increase or decease in number of retorts or addition of services offered or provided by a licensed crematorium

Operator

Individual responsible for the day to day operations of an animals crematory

Private cremation

Remains of only one animals are placed in the cremation chamber

Process

Reduce identifiable bones fragments remaining after cremation to unidentifiable cremated remains

Renewal period

2 years between Jan. 1 of an odd numbered year and Dec. 31 of an even numbered year

Responsible Owner

Person designated by the crematory owner to be responsible to the board of the operations of the crematory
