One party controls the White House and another party controls one or both houses of Congress. "If we have a republican president, and a democratic congress, we have a divided government".

Filibuster (Jason Ayoub)

A procedural practice in the Senate whereby a senator refuses to relinquish the floor and thereby delays proceedings and prevents a vote on a controversial issue. "Filibuster is a long and tedious strategy used by senators".

Gerrymandering (Jason Ayoub)

Process of redrawing legislative boundaries for the purpose of benefiting the party in power. "Some may think gerrymandering is unconstitutional".

Government Accountability Office (Jason Ayoub)

Office with a staff of more than five thousand that audits programs and agencies and reports to Congress on their performance. "The Government Accountability Office keeps the congress updated on current events".

House Committee on Rules (Jason Ayoub)

The amount added to the cost of merchandise to establish the selling price. "All retail stores add a final Markup to their products".

A veto taking place when Congress adjourns within 10 days of submitting a bill to the president, who simply lets it die by neither signing nor vetoing it. "A pocket veto takes more time than a traditional veto".
