1) show (someone) to be involved in a crime 2) convey (a meaning or intention) indirectly through what one says, rather than stating it explicitly; imply. Primarily used as a synonym for 'imply' when the connotation is negative

imply

strongly suggest the truth or existence of (something not expressly stated)
