inmate classification

custody and internal risk level is based on the risk the inmate presents to the public and staff. Custody is also based on the time remaining until the inmate is released. Internal risk ( or ir...level 5 to level 1) assists in making decisions regarding housing and work assignments. Internal risk and custody determines programming needs and promotes civil and productive behavior.

Custody Levels

maximum, close, medium, and minimum

Maximum Custody

1. Inmates who represent the highest risk to the public and staff
2. limited work opportunities within a secure perimeter and require frequent monitoring
3. require escorted movement with full restraints

Close Custody

inmates who represent high risk to the public and staff, cannot work outside a secure perimeter and require controlled movement

Medium Custody

inmates who represent a moderate risk to the public and staff, these inmates shall not work outside the secure perimeter and require limited controlled movement

Minimum Custody

inmates who represent a low risk to the public and staff, may work outside the secure perimeter of an institution including community work crews and do not require controlled movement within the institution

Initial Classification

Each inmate is initially classified at the intake and reception assessment centers.

custody criteria factors

Most serious current offense, most serious prior/ other offense, escape history, history of institutional violence, gang affiliation, and current age

discretionary overrides

means an inmate's custody level may be increased because of escape risk, security risk, high profile, offense aggravated, other major reason or it may be decreased because it appears the inmate is likely to successfully function in a less secure environment and is not a threat to the safety of the public, staff or other inmates or because the offence is mitigated for other major reasons

reclassification

is event driven in impacts institutional transfers, program assignments including work and the inmate's phase placement

needs assessment

this includes medical healthcare (MH); Mental Health Care (MH); Education (E); Work Based Education (WBE); Work Skills (WK); Substance Abuse Treatment (SA), Arizona Correctional Industries (AC) and Sex Offense Treatment (SX) needs.

ir- level 5

highest risk to the public, staff and other inmates of escape or committing violence within the perimeter and/ or supervision of department staff

ir - level 4

high risk to the public, staff and other inmates of escape or committing violence within the perimeter or institutional grounds, and/or under the supervision of department staff.

ir - level 3

Moderate risk to the public, staff and other inmates of escape or committing violence within the perimeter or institutional grounds, or in the community, and/or under the supervision I was department staff.

ir- level 2

low risk to the public, staff and other inmates of escape or committing violence within the perimeter or institutional grounds, or in the community, and/or under the supervision of department staff

ir- level 1

Lowest risk to the public, staff and other inmates of escape or committing violence within the perimeter or institutional grounds, or in the community, and/or under the supervision of department staff

A way to protect inmates who are under an immediate threat.

inmate grievance system

provides inmates with timely, administrative remedies to complaints which might otherwise burden the courts

4 steps in the grievance process

1. informal resolution 2. formal grievance 3. first level appeal to warden (non-med) 4. 2nd level appeal to director

informal resolution

inmate submits complaint to assigned COIII within 10 workdays of action which caused the complaint on an inmate letter. CO III tries to resolve and must respond within 15 days.

formal grievance (medical)

COIV GC shall forward to Contract Health Site Manager, within 15 workdays, inmate receives response.

formal grievance (non-medical)

within 5 work days of the CO III's response, the inmate submits #802 - 1, inmate grievance form with a description of the problem, information about all the informal resolution attempts and what can meet down to resolve the grievance. Within 15 days of their receiving the formal grievance, the deputy warden issues a written response to the inmate with their decision and rationale for that decision

Deployment Methods

*Direct fire low trajectory so as to strike the individuals below the waist. (Direct fire lower extremities)
*Indirect fire or skip fire in front of the target has destroyed individuals below the waist.
*For 12 GA. #7 steel shot, the aiming point is the feet

sting ball grenades

used for crowd management against non compliant or riotous inmates, each grenade contains a small amount of explosive which propels a number of rubber balls (rubber balls size and quantity may vary depending on manufacturer), hand thrown buy DART supervisor, the sting ball grenades blast is sufficient to predict the river balls in a 50 foot radius, may be deployed for ground bursts or Aerial bursts at the discretion of the operator.

flash bang grenades

psychological effects, sound creates a sensory overload resulting in a surprise and fear response, creates thr syndrome known as fight or flight, an individual may react based on past experience, effects could include confusion or disorientation, recovery from the psychological effects usually quickly, within seconds, the ability to reasoning react maybe affected

minimum safety equipment for team

riot helmet, eye protection (helmet on: Shield down), ear protection

additional safety equipment for operators deploying specialty grenades (team leader)

gloves: leather, Kevlar, or Nomex

fire hazard

fire extinguishers should be readily available in case of a fire.

First Level Appeal to Warden (non-med)

inmate submits within 5 work days of the deputy warden's response. Warden has 20 days to respond.

Second Level Appeal to Director

Inmate submits within 5 work days of the warden's response, the director's response is within 30 calendar days. Director's decision is final.

the goal of inmate programming is to provide alternatives and knowledge that will help inmates to become better citizens and productive members of our community.

earned incentive program (EIP)

establishes a three- phase system of graduated inmate incentives, sanctions and privilege levels to assist inmates in learning and sustaining a responsible, pro - social life style.

examples of work programs

work assignment, functional literacy , work based education, substance abuse treatment, sex offender education and treatment, and self - Improvement programs

examples of self - development leisure activities are:

conflict resolution (anger management), cognitive restructuring, cultural diversity, substitutes abuse education,AA/NA, religion, domestic violence, parenting classes, health education, correspondence courses, and recreation

examples of community betterment or family reunification are:

restorative justice activities, family visitation, parenting classes, written correspondence, and telephone

education programming available:

adult education up to secondary level, basic skills; reading, writing, and math are taught, academic subjects, social skills, GED: in order to complete GED certification an inmate must participate in the GED program. If they drop out of the GED program they will be dropped from the work-based education program, Work-based education training provides job-specific skills leading to entry level employment skills

Drug and alcohol programs

women in recovery (WIR), Men in Recovery (MIR), AA and NA groups, cultural diversity, conflict resolution, getting motivated to change, life skills

sex offender treatment programs

in order to qualify for the program there must be a history of sexual offense or the committing offense was a sexual offense. The inmate agrees to participate in must provide measurable goals and objectives. Inmates who refuse to participate in mandatory sex offender treatment program (SOTP) will:

Lock

1. Look into the magazine Well to ensure that there is not a magazine in the weapon.
2. Look into the chamber to ensure that there is not a round in the chamber.

Feel

1. Feel the injection Port for the presence of the magazine
2. Feel the Chamber for the presence of a bullet

Unloading the glock

1. Press the magazine release and remove the magazine; verify rounds in the magazine.

Tactical Loading

occurs when you have fired your pistol and want to reload with a full magazine even though some rounds are still left in your pistol magazine.

cover vs. concealment

cover is something that will stop a bullet. Concealment is something that merely hides you and provides no protection.

sight alignment

is the relationship of the front sight blade to the rear sight notch.

breath control

the moment of natural respiratory pause (while breathing) when most of the year has been exhaled from the lungs and before and inhaling.

trigger control

the steady movement of the trigger to the rear without disturbing sight alignment, until the weapon fires.

malfunctions:

class 1 malfunction: failure to fire

Immediate action (clearing malfunctions)

Loading the shotgun

DART's three formations

squad, modified, and line

squad formation

allows for orderly movement in confined areas such as corridors prior to enduring initial deployment/ movement of DART
#1 and #6- shotgun with birdshot
#2 and #5- 37mm gas guns
#3 and #4 - shotgun with stinger rounds
#7 Dart leader carrying specialty grenades

service load

this command is given by the team leader prior to entering the yard. The weapons are to be loaded while pointed in a safe direction but no rounds chambered.

line formation

a defensive formation representing a show of force that enables DART to safely bring all weapons to bear

Modified Squad formation

allows for orderly and protected movement subsequent to deployment on prison yard
