Alexander Hamilton

Virginia Plan

Proposed by James Madison. 2 houses of Legislature upper and lower house. The lower house would be represented by population and the upper house members would be elected by the lower house. This plan favored the larger states with a larger populations.

Sovereignty

Durring the Constitutional Convention, there was a question of sovereignty. Should the States or the National gov. have more power? National government was given the most power but the states still had some.

The Great Compromise

The compromise that the constitutional convention agreed upon. It combined the New Jersey and Virginia plan and created a bicameral legislature. 1st house represented by population (slaves counted for 3/5 of a person). 2nd house every state represented eq

The Federalist Papers

Written by Madison, Hamiltion, John Jay. They wrote essays in Newspapers as propaganda for the Contitution. They needed support in order for the Constituion to be ratified. The essays were written under the name Publis.

George Washington's Presidency

Durring his presidency he was expected to build on things that were not included in the Constiution. He created a cabinet and Bank of the US. Served 2 terms, Adams was VP. Believed in remaining neutral. Hamilton was the dominant figure in government.

Judiciary Act of 1789

Defined the Judical Court system. Supreme Court have six justices and a chief justice. 13 district courts each with 1 judge. 3 circuit courts of appeal with 1 distict judge and 2 supreme court justices.

Reports on Manufacturers of 1791

Hamilton's plan for stimulating the growth of the US industries. Exise tax and Tariff on imports.

Bank of the United States

Created by Hamilton. Collect taxes and issue money. Caused controvercy because it was not in the Constitution to create.

Political Parties

The founding fathers did not want to have political parties because they believed it was dangerous. Anti-fed vs. Fed. Fed. vs Republicans.

Election of 1792

Washington reluctantly agreed to run again and won

Whiskey Rebellion

Western Pennsylvania farmers opposed the whiskey exise tax. They refused to pay the tax and terrorized the tax collectors. Washington sent an army and shut down the rebellion by intimidation.

Tribal sovereignty

Were not completly recognized as a free nation but were not represented by the US or counted in population. Considered nation within a nation.

Neutrality Act

Washingon strongly believed in remaining Neutral and so did many federalist. Jefferson opposed. The US decided to remain neutral in the war between France and Great Britian.

Jay's treaty

John Jay went to Britian to get stop the seizure of American ships and demand withdrawl of British forces from the frontier post and to negotiate a new commercial treaty. Instead he agreed on American sovereignty over the entire Northwest.

Pickney's treaty

Pickney went to Spain and It gave the US abilit to navigate on the lower MS river for trade, use NO as a port, and it gave stated the 31st parallel was the US southern border.

Election of 1796

Washington decided not to run again. Jefferson vs. Adams. Many southern Federalist did not like Adams but liked running mate (Pickney). Federalist party split. Adams won by 3 votes and Jefferson was the VP.

Congress cut off all trade with France. Navy was created. Caused by the XYZ affair.

Alien and Sedition Act

Alien- new obstacles for aspiring citixens and gave the president more power with aliens.
Sedition-allowed gov to proscute those who were going against the government. (get back at Republicans)

Virginia and Kentucky Resolutions

Responses to the Alien and Sedition Acts that said that the states withheld the right to nullify laws of Congress that they found unconstitutional. created by republicans (Jefferson and Madison)

Election of 1800

Tie between Aaron Burr and Thomas Jefferson which went to the House of Representatives (73 ballots each). Jefferson won the presidency after 36 ballots when Alexander Hamilton persuaded members of the House to vote for Jefferson. Significance: 12 amendmen

Judiciary Act of 1801

Midnight appointments by Adams to have Federalist judges. Reduced the number of supreme court justices by 1 but added Federal Judges.

New Jersey Plan

Proposed by Paterson of NJ. 1 house legislature where every state had the same representation. Favored smaller states.

Bill of Rights; amendments

Added to get the Anti-federalist to agree to the constitution. Added after the constitution was ratified. 10 out of 12 were approved.

French Revolution

America agreed to stay Neutral but caused controvercy throughout the country. Durring Adam's presidency. Inspired by American Revolution.

Federalist Era

The time from Washington till Adams. Ended in 1800. Began with George Washington's unanimous victory in the Election of 1789. An entirely new government and procedures for operating it had to be established. Federalists advocated ratification of the Const

XYZ affair

An insult to the American delegation when they were supposed to be meeting French foreign minister, Talleyrand, but he demanded $250,000 before they saw him as a bribe. Pinckney, Marshall, and Gerry refered to X, Y, and Z. Started the Quasi War.
