Kipling thought that the White people would read it. The non-white people would be furious with this poem. I thought that the non-white audience would not respond in a peaceful way.

Yes. It was worth it because was a motivation tool for white people to help the natives advance in their behaviors and their habits.

I think the the historical motivation for issuing the document was that the Nationalism that took over. The contemporary events may have forced the document to the forefront was the Spanish American War.
